Small PHA Agency = 1-250 total units

Medium PHA Agency = 251-500 total units
- Elizabeth City Housing Authority, NC
Large PHA Agency = 501-1500 total units
- Wilson Housing Authority, NC
X-Large PHA Agency = 1501 +total units
