Job Title: Operations Manager
Department: Administrative
Reports To: Executive Director FLSA
Status: Exempt

  1. Position Summary:
    Supervise all Administrative and operational functions of the Lake City Housing Authority as directed by the governing authorities and by-laws.

  2. Essential Job Functions/Responsibilities:
    • Ensure that the Housing Authority is in compliance with established federal regulations including budget levels, expenditures, procurement, accounts receivables, cash investments, inventory control of physical assets, budget revisions, and tenant files.
    • Develop and monitor the operation budget for the Housing Authority
    • Oversee the preparation of financial statements including: year-end, monthly, and semi-monthly financial statements
    • Oversees adherence with federal and state procurement requirements
    • Oversees the administrative operation including: Human Resources, maintenance, property, financial, record keeping, etc.
    • Meet with the board monthly on general issues; serve as liaison and make recommendations as needed.
    • Review account receivable statements
    • Oversee the tenant recertification and tenant files for accuracy
    • Oversee a budget of approximately $5 million and assets of $17 million

  3. Required Skill/Certifications/Education:
    • Strong organizational, interpersonal, and attention to detail skills are required
    • Extensive knowledge of accounting, general knowledge of architecture, and extensive knowledge of HUD regulations, building codes, tenant/landlord law, and maintenance required.
    • Bachelor's degree with a business emphasis and a minimum of 10 years experience with a housing authority in an administrative position, or equivalent combination of training and experience which provides the same skill, knowledge, and ability.

  4. Physical requirements:
    • Must be able to sit or stand for long periods of time
    • Must be able to lift and carry 10 lbs.
    • Position may include balancing, bending, pushing, pulling, crouching, crawling, kneeling, stairs, and stooping occasionally.
